I guess there's some value if you fantasize about the nazis ruling the world or nazis in space, there's plenty of comic books and movies that bring that to life, so it's not a stretch that some would want to see it in a game as well.

Personally I'd prefer it not be Civ. TLDR - questionable value in adding Hitlers easily outweighed by negative impact to the series. Stalin was in the original Civ i believe but got removed. Firaxis like ancient civs and ancient leaders as the controversy from these things is usually negligable. But when you have Htler in the game,some warning lights will be flashing and the press and a major part of the community will lose respect that Firaxis has on these sensitivity issues.
